Now, that wasn't actually my first time using that command in Markarth; I had used it one other previous time after just discovering the bug and checking whether that solution would fix it.

They will not comply with an order to leave the house, I cannot access dialogue options to tell them to follow me, and I don't think that there's a way to get the follower … WebbGo to Mod Configuration in Esc menu, Mod Options in FG menu and press Restart FG there. See what happens. If it doesn't help install Elephant's Script latency tester mod and see what latency it shows you.

However despite that, stuff he says on his own when I'm near him (without pressing E) are dialogue that he would have as if I dismissed him as a follower. Right click on Serana OR type prid 02002b74 and hit enter to select Serana. Type Setpqv DLC1NPCMentalModel Lockedin_var False. Hit enter key. This will cause the "Follow me" dialogue option to reappear. This solution was found on this link.
