Bliss was born and raised in Binghamton, New York and graduated from Binghamton Central High School in 1961. He graduated from Cornell University in 1965 where he was elected to the Sphinx Head Society. He then earned an MBA from Cornell in 1967. He was an all-Ivy League guard at Cornell, was captain of the baseball team, and was named to the first team Eastern Intercollegiate Baseball League in 1965.
